NACAC joined a coalition letter led by the American Council on Education raising concerns about proposed changes to the J-1 Exchange Visitor Program that would expand the circumstances under which an exchange visitor’s participation could be terminated. While the coalition supports appropriate safeguards against fraud and ensuring compliance with visa requirements, the letter calls for greater clarity, transparency, and due process when determining whether an individual’s status should be terminated. It also raises concerns that broader termination authority could create additional uncertainty for international students, scholars, and other exchange visitors considering educational and professional opportunities in the United States.
For NACAC members, clear and predictable visa policies are important to supporting international student access and mobility, helping students and families make informed decisions, and ensuring the United States remains a welcoming and competitive destination for international education and exchange.
