The commission convened for the first time in Washington, D.C. The panel format allowed for an open discussion about recruiting policies in the U.S. and abroad between the commission, federal and foreign agencies and the general public. Topics included:
- Approaches to recruitment
- Cultural and admission practice norms
- Views on international recruitment from the U.S. Departments of State, Commerce, Homeland Security, and Education
