Last week, the U.S. Department of Education held
for program integrity issues of the Higher Education Act of 1965. As noted in
NACAC Director of Public Policy and Research David Hawkins serves on the negotiating committee. The committee is charged with proposing regulations related to progam integrity issues of federal student financial aid programs.
David has provided input on issues, including incentive compensation and ability to benefit, during committee meetings in November and December at the Department of Education; the final session of meetings is slated for late January.
Proposed regulations drawn up by the Department of Education and based on comments from the negotiating committee can be found online. Of most interest to NACAC is the incentive compensation issue, as NACAC’s Statement of Principles of Good Practice states that members "will not offer or accept any reward or remuneration from a college, university, agency, or organization for placement or recruitment of students. Members will be compensated in the form of a fixed salary, rather than commissions or bonuses based on the number of students recruited."
